ORGANIZATION DESCRIPTION

Farm to Institution New England (FINE), a fiscally sponsored project of TSNE MissionWorks, is a six-state network of nonprofit, public, and private entities working collaboratively to mobilize the power of New England institutions to transform our food system. FINE works to connect supply and demand via three core functions: convening, communications, and metrics. Beyond FINE’s core functions, we also take on special projects. These projects address select situations where FINE identifies a gap and makes a plan to provide direct services to fill it.

At FINE we recognize that without a supportive policy environment, the farm to institution sector will never reach its full capacity to mobilize the transformative change we seek. Our new strategic plan identifies the development of “stronger state and federal policies in support of farm to institution,” as one of five core goals. To begin this work we have launched a farm to institution policy working group composed of about 20 state food planners; policy advocates; and regional leaders in food justice, food worker rights, and food infrastructure development from all six states. The group met for the first time in mid-March, 2018.

JOB SUMMARY

FINE is seeking a Farm to Institution Policy Fellow. This temporary staff will support FINE in the implementation of its strategic goal to impact public policy affecting the farm to institution market. This will include coordination of a new Policy Working Group dedicated to building FINE’s role in the policy arena, establishing a clear regional farm to institution policy platform, and creating a work plan designed to implement that platform. The Fellow will also perform extensive secondary research regarding current and proposed legislation that affects local food procurement in New England institutions and beyond.

Hours and date range are flexible depending on the candidate’s availability and academic circumstances. At a minimum, candidates should be able to work for the three month summer term and the fall semester, at a rate of approximately 10-15 hours/week.

ESSENTIAL JOB FUNCTIONS

  • Support and collaborate on research being done at FINE regarding farm to institution policy in New England and other regions;
  • As requested, communicate with approximately 20 working group members across the region, including state food planners and policy advocates in all six New England states as well as regional leaders in food justice, food worker rights, and food infrastructure development, and report back to FINE staff;
  • Help facilitate working group calls and attend meetings as requested in order to help the group:
    • Define FINE’s role in the policy arena;
    • Establish a clear regional farm to institution policy platform, and;
    • Create a work plan designed to implement that platform.
  • Assist with the initial development of a New England Farm to Institution Policy Briefing Book and/or other work to be decided upon by the Working Group;
  • Participate in FINE staff calls and other events and activities as requested.

QUALIFICATIONS

  • Current or recent graduate student studying sustainable agriculture, food systems, public policy, sustainability, environmental management, or relevant degree;
  • Strong interest in or experience with farm to institution and food system work;
  • Strong interest in public policy;
  • Strong critical thinking skills;
  • Experience with quantitative and qualitative research;
  • Some public policy coursework preferred;
  • Proven ability to perform primary and secondary research;
  • Excellent oral and written communication skills;
  • Excellent phone interview skills;
  • Self-starter who is comfortable working independently and on a team;
  • Access to a reliable source of internet and a remote space to work.

SPECIAL REQUIREMENTS

  • Live in or near New England;
  • Be available for regular phone/virtual meetings and occasional in-person meetings.

COMPENSATION

The fellow will be a non-benefited, paid employee. Compensation will be commensurate with experience and length of fellowship. A combination of payment and credit is also possible, depending on the candidate's home institution.
