Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 9, 2017.  At that time, the starting rate (Step 1) for this job opening will be $33.23 per hour.  

Starting salary may be negotiable based on education and experience.

Overview 

Vermont Agency of Agriculture, Food and Markets seeks a dynamic individual to lead the Agricultural Development Division.  Agriculture is growing in Vermont and this individual will be on the cutting edge by developing, administering, and evaluating long-range programs and plans for agricultural business development, food safety and food systems. The individual will develop and lead a program for either business development, food systems or food safety at a statewide level.   This individual will be active in the legislative process by recommending statute changes, and drafting and implementing policies and procedures for agricultural development, food safety and food systems programs.

General Job Description 

Managerial, administrative, grants administration, consultative and development work at a professional level for the Agency of Agriculture, Food and Markets. The role involves development of agricultural businesses, food systems, food safety and agricultural development policy to enhance agriculture in the state of Vermont.  Manages the development and implementation of an educational and outreach program and marketing and promotional programs for agricultural development, food systems and food safety.   Supervision is exercised over a staff including an agriculture development section chief, agriculture development coordinators, grant administrators and office staff who will cover the state of Vermont. Work is performed under the direction of the Deputy Secretary with direct liaison to the Secretary on policy, development, food system and food safety issues. Significant interaction occurs with State Agencies and Departments, Federal Department of Agriculture and Food and Drug Administration, and statewide food and funding organizations for agricultural development.

Minimum Qualifications 

EDUCATION AND EXPERIENCE:

Master's degree or higher in agriculture, agriculture business management, business or economics or a closely related field AND one (1) year or more of professional level experience in program development, analysis or budgeting INCLUDING one (1) year or more supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree in agriculture, agriculture business management, business or economics or a closely related field AND three (3) years or more of professional level experience in program development, analysis or budgeting INCLUDING one (1) year or more supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Seven (7) years or more of professional level experience in program development, analysis or budgeting INCLUDING one (1) year or more supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

Preferred:

Experience with agriculture and food systems in Vermont.

Experience in developing and implementing educational and outreach programs and marketing and promotional programs for agricultural development, food systems and food safety.
