Overview

The Agriculture Development Division seeks a highly motivated individual to oversee the development of the newly awarded USDA Dairy Business Innovation Center housed at VAAFM and representing the northeast and New England regions. The Vermont-Northeast DBIC is currently funded with $6.5 million dollars and supports the dairy sector through grants, technical assistance, and research focused on new ideas, diversification, and expanding markets. The Vermont-Northeast DBIC works in conjunction with two other national centers located in Wisconsin and Tennessee who are providing services to their respective regions.

The Agriculture Development Specialist II will work directly with the Development Division Section Chief to fully launch the Vermont-Northeast DBIC, including: marketing and website development; materials development; grant program operations; reporting; and, stakeholder communications. The ideal candidate will have experience with developing information and collateral (primarily for online distribution), fund and project management, and remote working arrangements. This position requires exceptional written and oral communication skills, a strong ability to collaborate, and time management capabilities to manage multiple competing priorities. Previous experience in the dairy sector is ideal but not required.

As a Limited Service Position, this position is only funded through the duration of the USDA grant, currently due to expire in September 2023 but with the potential to be extended through 2026. Currently all VAAFM staff are working remotely through December 31, 2020. This position's primary duty station will remain located in Montpelier and candidates should expect to be physically in Montpelier for most of the work week when the State of Vermont deems it safe to return to the office.

Environmental Factors

Duties are performed in a variety of settings, including open floorplan office, producer and market sites, and public events, project sites and potential hearing settings. Substantial in-state, regional, and out-of-state travel is involved for which private reliable means of transportation must be available. Routine public contact and communication, both verbally and in writing, is expected. An incumbent must coordinate activities with other departmental staff, the Secretary of the Agency and Deputy Secretary, and interact considerably with agricultural and land development business people, interest groups and the general public. Certain required activities will occur outside of normal office hours.

Minimum Qualifications

Bachelor's degree AND three (3) years or more of experience at or above a technical level in agriculture, marketing, environmental conversation, communications, land use planning or another relevant field.

OR

At least two (2) years of experience as an Agriculture Development Specialist I in Vermont State service.

Preferred Qualifications

Completion of Lean White Belt training

Experience assisting in the annualized management of grant and program funding.
